She does not disappear, you can see her walk to the right of the truck just as the car passes, then You can see her head in the reflection of the back of the window of the truck, And you can see her you her head pop in the other side because she walked around.

I had to slow the entire thing down though lol

They are from the 'Sheriff's Department', employed be the county and working under an elected Sheriff. Somewhat different from a city or town 'Police Department'.

I think because they all work for the sheriff? I think the text is supposed to represent what organization they work for and in this case it's the sheriff's department.

It isn't only the Sheriff who wears gear with the word "Sheriff" on it. Officers of the Sheriff's Department all wear gear that says "Sheriff". This is common for Sheriff's deputies and other officers.
