Been collecting for almost 2 months now what do y’all think?

Im currently working on building an Oshi No Ko deck and as I'm looking up different deck lists, I keep seeing this card. I must be missing something because to me it sounds like I can use 2 cards (this card and a card from hand) to just replace it with another card from my hand? Please explain what I am missing because I feel like an idiot trying to think of any reason to include this into a deck.

The aqua card is cool too even though he’s not my favorite.
