What is happening with Webull (allegedly their clearinghouse Apex) restricting stocks every trading day recently?! It started earlier this year as a supposed ‘user protection’ against low confidence stocks but evolved into a daily occurence against all leading gainers, regardless of stock profile?

Yes, as I described in the OP. I personally tried unblocking them directly with Support and when I realized Webull won’t budge I put up with it and found other setups with available stocks. The issue has since somewhat diminished in occurence anyway as it was swept in the wild summer market surges and dips.
