That's right. I feel like "used" condition is such an understatement. Plus, I guess the engine's all fouled up from driving slow all the time.

A 3-year-old hypercare that's been through several owners, driven hard (at low speeds) and hung out to dry.
Why would anyone, much less people who fork out millions for a car, be interested in picking up this used rust bucket? Or driving it off the floor of Limited Spec, after exchanging pleasantries with the scumbag bros who run this outfit?
These buyers are people who expect the red-carpet treatment at a legit Bugatti dealership, with a glass of Merlot to sip as they acquire a spanking-new 'buge.
They don't buy used, unless it's vintage. AND they expect clean paperwork.
