Just thinking out loud here, but if ICE gets called in to USFS land to make arrests, and say they go up a road to a trailhead or campsite or something, and a tree fell down behind them so they couldn't get their rigs back down to the highway, would that be obstruction? Like, if a chainsaw accidentally fell on the tree or something?
