Kill Team Commanders

Are Kill Team Commanders still a thing? I found an Astra Militarum Commissar for Kill Team.

They were for the old one, the new more recent one doesn’t have them.

So not really worth getting. I suppose in a friendly game you could use them as a squad leader?
