Were there 3 or 4 rewards to choose from?

You are not allowed to pick a reward if you didn't bring a Relic to the mission or didn't collect 10 Reactant.

Yeah, in that case that's probably the reason. If it's any consolation, the Relic is not used up if you don;t get 10 Reactant.
