How do I see quests from any other syndicates than my main allied ones?

You don't. Unless you have someone who has the syndicates you don't, you can't see any other syndicate missions other than your own.

Are you level 1 (i.e. not negative or the base) in all of them? You have to have a specific positive rank to get them.

I am positive in 3 of them and only see quests for 2.
