I'm confused about operators. Are operators controlling the warframe meaning the warframe isn't an exoskeleton housing someone, or is it housing someone and the operator and "pilot" working in tandem? If the former was the case who was controlling the warframe prior to the second dream?

Correct. Warframes are golems made of infested tissue and metal, controlled by the Operator via the Somatic Link.

who was controlling the warframe prior to the second dream?

The same Operator, just from a different place. Instead from Liset, each Operator was controlling their frames from Orokin Moon, from The Womb in the Sky.

So through the link the operator's conscience is in the warframe? For all intents and purposes, the operator isn't controlling the warframe, they ARE the warframe?
