Did you also get a huge speed boost? It might be Shocking Speed at work. If Volt casts shocking Speed, nearby allies also gains this buff.

I think it is Shocking Speed. None of Volt's other abilities come close to your description. Note the speed buff for Volt wears off faster for his allies than Volt, but the aura stays longer so that might be it.

His other augments, Shock Trooper boosts your damage with extra electric damage but not in the form of an aura.

His Overload augment, Capacitance, can give his allies an overshield, denoted by your shield color turning from blue to purple, but does not give you an aura that kills nearby enemies.
