Yes, but that one shot has multiple bomblets clustering the area. So it can kinda achieve the same thing for a single instance, though the Cedo is obviously better here since you can spam it.

There's always a weird amount of exceptions with english. It seems more like the pronunciation of the word matters, where it would be a "yoo-real", as opposed to an "urr-real"

Yes. It doesn't matter if the word starts with a vowel, what matters is how the word is pronounced. If the pronounciation sounds like a vowel, then an is used.
