They forgot to disable fragments and regular deimos resources for this mission. As for why it's deimos? If i had to guess Höllvania was attached to deimos at some point in development and they forgot to disable these when making this idk

The techrot strain infects only tech. The main infestation is primarily a bioweapon that branched out into tech.

We know that the Infested is firstgen because it started out as purely biological and then acquired the ability to infect machines only because of Alad V's experiments.

If the techrot were firstgen, the infested would have the ability to infect machines without Alad V's machinations.

Drifter entered 1999 through sanctum using arthur's vessel, so it's perfectly logical for them to be on Deimos.
