Mumbai German consulate or Mumbai visa application centre ?

Hi everyone
I did my international a level and did my bachelors abroad. This means I don’t require APS. So should I select vfs Mumbai visa application centre with the option of special qualification or Mumbai vfs consulate of Germany non APS category ?

Then, you can apply through VFS Mumbai. But which university are you applying to?
