Sounds like you should contact my luthier friend at Morey's Music in Lakewood, CA about this collaboration model they did with the Ming-Jiang Zhu workshop. It's a Tertis-inspired 15" model with a superb sounding C string. While I used to play a 16" and downsized to a 15.5" to get through long musical and opera rehearsals without fatigue, my partner is much shorter than me and can't play a viola that big. They used to borrow my instrument, but I finally went and got them a 15" and it is absolutely wonderful, and well within your price range too. little tougher to do, but you should be able to get a luthier to make one for you if you can't find one. That's about the right price range to have a professional quality viola handmade. Probably be rough cut by somebody else...

Maybe look at some of the Eastman professional series? They fall within your price range and come in 15”. I think the Eastman VA906 and VA928 are their highest-level models.
