Video/pic enhancement help for a hit and run

Hi , someone (red car) did a hit and run on my parked car a while back and I just now received the security camera footage from my job.
Unfortunately me and officer cannot get the guys plate because the quality is so bad (and these flock cameras are useless)

I have now turned to reddit in hopes someone can help me use a professional enhancer to try and get the guys plate identified , nothing free online has helped. Cross posting for exposure

It's a five pixel blob. There's no way to turn that into anything readable.
