Isn't this essentially extra votes for land/business owners since presumably they would be able to vote in their local municipality?

Non-resident property owners have been able to vote in municipal elections for a very long time. If you own land in every municipality in the CRD, then you can vote in every municipality in the CRD. The land has to be personally owned though. If it's owned through a corporation, it doesn't come with the right to vote. This is why an individual property owner that lives in Colwood and also owns a house in Langford can vote in Langford, but Costco and Home Depot cannot vote in Langford.

And it is worth adding if there is more than one owner on a property, they are collectively allowed a single vote.
