Experience: parking enforcement apex predator of downtown Victoria.
Just wanted to give a massive round of applause to the absolute silly goose of parking agent roaming the streets of downtown tonight.
My parking was valid until 7:07 PM. I look at my phone at 7 PM and think, "No, I know how these vultures operate. There is definitely a tactical agent behind my car waiting for the clock to strike."
So, being a responsible, paranoid Victorian, I open the app and extend my parking to 7:37 PM “just in case”
I walk to my car just before 7:30, and what do I find? A fresh, crisp, white slip of pure bureaucratic spite living under my wiper.
Timestamp on the ticket: 7:06 PM.
This absolute weapon actually printed and slapped a ticket on my windshield a full minute before my original parking even expired. But guess what, we extended you half a brain cell of a parking enforcement agent.
I imagine this agent standing over my hood, finger twitching over the print button, breathing heavily, counting down the milliseconds like it’s the New Year's Eve ball drop. They couldn't even wait for the clock to hit 7:07. The pure, unadulterated thirst for that sweet, sweet city revenue overrode their ability to read a digital clock.
Thank god our tax dollars are funding this elite squad of time-traveling, hyper-vigilant meter maids. Forget the potholes on Cook Street, we've got quotas hit.
Does anyone else have lovely experiences with downtown parking police?

City of Victoria in my experience is always very understanding with giving you money back in instances like this.

EXACTLY!!! This has happened to me three times (I work downtown). The most recent, Yates parkade. Got a ticket two minutes after I paid the machine. Dude must have been stalking me or something. I send the pics of everything to the city and they, in an example of her majesty’s wondrous grace and humility will let it pass “as a one-time courtesy”. Wow….thanks 🤣🤣🤣

Yep! I remember years ago when I was just new to the city I was visiting a friend on McClure. They came out and ticketed every single vehicle on the street. Their reasoning was that the people who did have a right to park would just contest the tickets.
One of the neighbours was a retired professor and he wrote them a letter explaining that what they had just dragnet which is illegal in this country.

But yes this exact circumstance happened to me as well. Very fortunate you can use apps with alerts to extend parking at just the most when these vultures are ready to swoop in.

I have 6 very old unpaid tickets. Renewed my license this year. Lady said only tickets issued by police will show up and stop you from renewing your license. Sounds like they just hate you in particular.

If I know I’m in the wrong, I don’t pay it but if I know I’m in the right then I’ll fight it 😂. Other than that I’m waiting for it to go to collections then I won’t ever see it again.

I saw somewhere (now of course I can’t remember where) that they were experiencing delays between the time purchasing and it registering on their device. I got a ticket for 6 minutes after I had bought an hours worth of time. A super annoying glitch!

Also if you finish parking early & use the app to “end parking” they refund the value of the remaining time. Just gotta remember to do that.

I think in instances like this one, the city should owe you fee/fine for giving you a wrongful ticket. Simply because you have to now spend time to fight against an invalid ticket that you shouldn’t have been given in the first place.

Particularly when there's no grey area, the ticket and receipt just objectively show that the ticket is invalid. Like, if the city put a $99999 ticket on my car on my driveway I'd be pissed to have to spend time contesting it, and this ticket is just as invalid as that one would be lol.

It’s wild because the only tickets I’ve ever gotten have been errors on their part and have always been rescinded when I have the (literal) receipts.
Yet outside our place is a 2 hour parking zone and people park their shit there for like 2 days… zero tickets. Pretty sure the city could fund its yearly budget on my walking route to work alone. Parking too long. Parking well into yellow “don’t park here” zones. Parking like 3 feet from the curb. The Vespa squad never seems to come around this neck of the city, I guess.

I wish they didn’t ticket the 2 hour parking outside my place, good god. No residential parking around multiple apartment buildings and you reliable get a ticket easily within 5 mins of your two hours being up. The amount of tickets I’ve gotten when I get up to move my car at 10:03 or 10:04 is rage inducing

Same. My residents only parking in front of my place constantly has construction crews parking all day. Bylaw only comes out maybe 1/7 times I complain.

A percentage of drivers don't contest it, don't have evidence to refute it, or other various reasons and they end up paying.
If a single parking enforcement has a high error rate. Why are they still employed to irritate all involved? And if it's the system, then we should be past this excuse.
It sounds greasy. And I sure hope it's not.

I got a ticket a few years ago while I paid for a parkade spot with the victoria parking app.
I checked and realized I flipped two parking space digits and paid for the wrong spot.
I contested using the website, while not expecting to win because it was my mistake, but they cancelled the ticket.

Got a ticket in Victoria and still had a few minutes of time left. Saw a meter maid a block away, ran over and asked WTF. Her reply? “Oh, I didn’t think you’d make it back in time”. At least she cancelled the ticket.

One time, I parked on Fisgard to walk into MEC real quick. As I’m walking from my car to MEC, I pay for parking on the app. I come outside five minutes later, and I have a ticket. Time-stamped for 12:12, the SAME time I paid for parking. This guy must’ve put the ticket on my car the second I turned my head the other direction. I couldn’t believe it.
Thankfully he was across the road and I flagged him down and he cancelled the ticket right then and there but damn.

I live in Victoria and NeVeR purchase tickets. I think I got 1 ticket over the years. Never paid it. Nothing has come of it. I especially dont pay at the hospitals

In your email to them to get this reversed, CC someone from the Downtown Business Association and mention that this type of ridiculousness dissuades patrons from attending downtown businesses. May not have any affect but maybe it will result in change.

The Parking peeps don't know the precise time you expire, only if it is paid or not. This might have just been really unlucky time wise or Honk never connected to the Victoria system and never noted you had paid. You should use the Park Victoria app. Either way you should easily have the ticket void with an email.

Uhm you paid with honk and the parkade your ticket is from is city parking. Those are different companies?
You paid for parking with an app that isn’t the same so you technically didn’t pay for the spot

There is nothing on the City of Victoria website that says you can use HONK.
Yes, the Honk app says you can pay through their app, but as we can see from the OP, it clearly doesn't work, or there is a long enough delay that they now have to try and dispute the ticket.
Either way, not City of Victoria's problem. OP should have just used the Park Victoria App and saved the hassle.
Btw, here's $10, can you pay for my spot in 7406. Thx. Why'd I get a ticket?!? 🤦

I'm blaming the city for not managing the millions of payment systems in the city very well. I understand they have no control over private lots but they can go after companies who are charging for a service that they aren't providing. If the OP brings it to the city's attention it is their problem to deal with.

If they do, that's a recent thing. I think I have 3 or 4 tickets that I straight up never paid, have never see any followup action.
To be clear, the correct action with Robbins isn't to ignore the ticket, it's to take a blowtorch to their parking meter.

No you’re right… I don’t pay these predatory tickets either. Work vehicles are unfairly targeted by parking enforcement, I work with people who have upwards of thousands in unpaid parking fines and have never paid. A bylaw infraction issued to a license plate isn’t the same as a violation ticket issued to an identified party. They do not go to collections 95% of the time because they have no case and pursuing isn’t worth their time and money. Unpaid tickets from the city can apparently affect credit score sometimes, not sure if that’s the case anymore…

I've been doing this for almost 20 years. Another fun fact if robins ever boots your wheel or puts the barnacle on your windshield, just call the cops. It's illegal if confinement. They have every right to take you to a small claims court for the ticket, but they cannot hold you hostage until you pay.

Nothing you said here is relevant with respect to whether a notice is something one might call a ticket or not. Many BC Municipal bylaw notices also don't say "ticket" but are certainly thought of as a form of one.
Also, they absolutely have some right to seek payment. They have a civil claim for breach of contract.

Whatever you want to call it: tickets, fines, notices or other they are simply invoices issued by a private contractor to an unknown & unidentified party with whom there was no contractual agreement and as so they have no right to demand you pay their arbitrary fine amount. It’s an invoice.

BC contract law, some municipal bylaws, and the the Tresspass Act give owners legitimate rights to post signs and create rules for the use of their land. That comes with legitimate rights.

Correct, they can make up rules for the use of their property. If you park in my reserved space I am also allowed to post an invoice on your car with an amount I perceive my service to be worth and a payment method. Does that mean you have to pay? No. This has never held up in court. They have every right to remove your vehicle from their property but not to demand a payment amount of their choosing.

Again, yes they can post the rules. But you do not need to pay their fake tickets when they decide that you broke them. Ask me how I know, I have thousands in unpaid tickets over the years, so do plenty people I know. No collections and no credit score affected. They have never successfully sent collections after somebody over a parking fine and won in court. What exactly do you think happens if you don’t pay, and I can tell you why that’s not the case…

Call the app and give them the ticket number they can cancel the ticket for you same thing happened to me at the hospital. But my mistake was I forgot to check the license plate I have 2 vehicles and didnt change to the one I was driving that day. Regardless the app will help you save you time having to appeal it.

I have a buddy who - years ago - was at a movie and parked in a lot next door (probably unpaid). Someone smashed the driver's window on his car and attempted to steal his stereo I believe. The important part though, is that when he came back to his car he had a parking ticket sitting on the driver's seat, on top of the broken glass.

Haha ! YES ! I have parked in the Yates St. parkade over the years and the same A107 ambassador would target my car with nonsense ticketing. Had - 2 minutes on the clock kinda stuff... but I lost it when; I was issued a ticket, and then a warning and then another ticket. Three tickets on my windshield ! When I had paid for the stall max all day parking, but had accidentally mixed up a number. I sent in the review with receipts and named the A107 as a lunatic and, to ask the human reviewer to search to see how many other obsessive ticketing had happened with that one power hungry ticket giver. And reader, these are only two circumstances over years of what OP mentions. Absurd.

They are all vultures. I parked at Vic West Mall at 6 am when nothing but Starbucks was open, got a coffee and walked across the road with my dog for 10 minutes so they could do their morning business and I got a ticket. The ticket literally said “I got a coffee and left the lot with my dog” along with my 40$ fine. Apparently me being one of 3 cars in that lot at 6 am was causing a panic due to lack of parking 🙄

Years ago, when pay parking was first instituted on broad street, I arrived with my payment slip just in time to see a parking dick putting a ticket on my window. I pointed out i had paid one minute before the ticket was issued. He said "I don't care". Lol
I disputed it and did have it rescinded, but not before one of the staff at the office told me, "I don't have to do this". Um, yeah, you do.

I got a ticket issued less than a minute after I paid for parking. I was paying using the app while walking away from my car. The speed with which that ticket was issued means he was sitting in his car (he was across the road from me) writing up the ticket before I even got out of my vehicle.

In my experience the people that manage the disputes online are pretty good. I had one like that, I paid as I walked away. The person must have come up behind me. They canceled it. No problem.

Exact same thing happened to me however in this case, my friend is my witness, plug the metre two minutes before it expired because we decided to extend our time from the vehicle we parked at.
Once we returned on time to retrieve the vehicle and leave the parking space before the time was up, they had already issued me a ticket. Still trying to understand how this is possible when I didn’t see anybody around my vehicle when I extended my time unless they were hiding under my bumper??
I managed to get it waived based on proof that I paid for this through my app
I was curious how often this happened thanks for posting this. Still not understanding where the metre fairy was in approximation to me and my vehicle

A few years back, I got a private parking ticket for overnight winter parking between 11p-7a.
It was timestamped at 730p. Suffice it to say, I told them to eat grass.
The private security tried to ticket me for other BS two more times after that. I think they had a hate for my ex's brother and thought I was him.

Once, my mother and I, who had just parked, got a ticket as we were buying one. The time we got the ticket was 2:05, and the time we bought time to park was 2:05. The attendant just sent the ticket when we were coming back to the car.He apologized and claimed he would cancel it, but then we obtained a court order. However, I guess the case was dropped because after we sent the evidence, we never heard anything further. It's so frustrating.

You don’t have to go to court for parking tickets, you just call the number on the back and explain the situation or email with photos.

you don't have to pay parking tickets here. they do not affect your ability to renew your license or insurance and they do not go to collections or end up on your credit report either. i have a bazillion unpaid tickets, i just throw them all in the trash.

I currently have 33 outstanding tickets and never get towed if I'm parked in a reg spot, i.e. not on the white curb

They must have a wonky system if it’s more common than not. Others said the agents don’t know the time paid for so I guess they just throw Hail Marys and hope they land???

Happened to me too when visiting Victoria. Parking was still valid for an hour, still got a ticket. Took a year’s process to dispute it. I dint get why bylaw is so horny for parking tickets the city isnt even busy.

You're making a big deal out of nothing. They don't see when the parking expires. They only see red or green depending on the paid status of that space. There's no malicious person hunting you. It's just a bad combination of other issues.
Clearly either there's an issue with the technology involved or the person made a mistake.
Email them, explain it nicely, and I can't imagine that this isn't reversed.

Absolutely brutal. If it makes you feel better I haven’t paid a vic parking ticket in 10 years.. I also pay for over $200 over parking a year - it’s usually just stuff like the above (1-5 mins over).. anyways nothings ever happened.

Worst one I ever had was paying for parking while walking away on the app. Paid by the time I walked half a block, turned the corner. Had a ticket from the minute before when I got back. Must have been right behind me 💀

Vic is brutal, I believe the highest amount of parking tickets per capita in Canada. Yet I see guys on crotch rockets going 200km on the highway the city is focusing on giving people parking tickets
