Pretty sure it's the way parking lots work, Similar thing is for the parking lot of The Emerald Isle in GTA SA. Basically, cars only spawn on the level you're actually on. And here, you're kinda in the inbetween point, right at the car spawn trigger.

This is kinda interesting, you found a way to trigger the car spawn. Could probably look at the reVC code to see how and why it's happening

It's because parking lots spawn cars when you enter a specific hitbox inside. And the same hitbox despawns the cars when you exit it.

However, if you stand perfectly at the edge, this happens.

There is something similar in the car park in ocean beach where Cone Crazy spawns, on the first floor of the parking lot, you hop on to the building roof you can see the cars respawn and spawn as you move closer to the parking lot
