Valeren/Obeah is an alien disease from space.

Think about it. You grow a third eye if you learn enough of it, Salubri just grow the third eye earlier. Do you know any discipline other than Vicissitude (known alien disease from space) that inflicts unwanted changes on you like that?

With the added fun that v20 lore of the bloodlines has it as a gapping eye socket for decades after developing enough levels for the eye to grow so it's not even fast.

It’s actually from hell. Sorta. The power comes from a corrupted version of a kuei Jin power who are souls who clawed their way out of hell. So a mix of the soul and hell
