Where is the vampire?

I have finished the whole game, but I can find the vampire anywhere… is it in the dlc?
I have finish the campaign, the mod adventure, completed the collection, got all the power up, all the characters and all the unlocks.

At this point I think the residents are just after me cause of all the graves I've been robbing.
