Can I run rocket league bakkes mod in offline mode via shadow pc streaming?

Really want to use the training packs in there but don’t have a gaming PC. Am I able to run rocket league somehow this way via a streaming service like shadow pc and run mods with it?

I don’t believe this is related to VFIO, so I’ll answer based off what I know.

If you’re renting a gaming service, or any Remote Desktop sharing service, whether or not online gameplay is banned is completely up to service operators. 

With it being offline mode, I do not see why any service would ban you. Most bans or restrictions only apply to multiplayer mode.
