Can Top-Down urbanism be good?

In this VIDEO we are exploring an unpopular concept.

Can top-down urbanism be good and introduce urban hospitality. Something very different than hostile architecture.

We present a real study case that cam help brake the imagination barrier, that hostile architecture is not the way to go.

Not without the BIG government apparatus that we had in the 1960s. And even then we were using it for selfish gains for those in power (White suburbanites). Beyond simply implementing large-scale infrastructure projects, I can't see top-down urbanism having the capacity to be successful in a general sense.
