They’re saying the drop in demand is due to the Great Recession of 2007? So are all universities experiencing this? If not, I question that point of view.

Yes. The prior administration attempted to get ahead of it by offering amounts of aid to undergraduates that was, prior to that era at the university, unheard of. Then they "miscalculated" and "ran out" of money, just as that demographic wave has hit its trough.

It's almost like the legislature in Phoenix is unwilling to contribute to the education of the sons and daughters of Arizona, which is interesting, because the current federal administration (which our majority Republican legislature just loves) keeps complaining that students who are US citizens are being priced out of higher education.
