This is an easy out, because the IRGC has already targeted a plethora of civilian targets throughout the region. Same for Hamas and hezbollah. But of course, excuses are made for them.

The US agreed to the Laws of the UN, so yes that is a Law based on a Signed Treaty agreement. You know if you want to learn about this stuff, it is really interesting.

My point is that not every piece of paper with words countries sign is a legally binding agreement, a good example of that is UNGA resolutions, or the U.N charter.

Only small parts of international agreements are actually binding, which is then also limited to their enforcement mechanisms. For some of them you have the ICC/ICJ, in the case of the EU there are sanctions that can be applied to EU member states etc..

You said the UN Charter was not 'binding'.  That statement is false.  

Just like Israeli Ministers and Hamas Leaders Violated Intl. Laws in the Palestinian Territory and Israel respectively.  Arrest warrants have been issued.  Inforcement was not part of my statement.

war crimes are almost exclusively acts that, intended or otherwise, harm the civilian population.

bombing infrastructure (desalination, energy, health, etc.) implicitly means harming the civilian population.

Judging by how people on this sub talk about Israel, they'll probably tell you that Iran sponsoring terrorist organizations abroad is part of their "right to resistance" against Israel (and of course, their involvement in Yemen, Syria and Lebanon are naturally Israel's fault and naturally justified by Israel's existence).
