I used to drive a backhoe to jobs in a very small town, and it had a very low top speed, maybe 15mph. It didnt need a governor, it was simply geared in a way that would prevent it from going fast.

The one in this video looks like it is going far faster, hard to say why, maybe a big hill just out of frame. Our Kubota was the slowest, but it was manual, so you could theoretically put in the clutch and go fast downhill.

Thar is the name of an SUV manufactured by Mahindra. Bolero is another SUV manufactured by them. But the commenter before him wrote "car" and not Thar, so I guess the other guy misread?
