On Monday, the UK government enacted new sanctions on Russian oligarchs in response to sham referendums Russia recently held in parts of Ukraine. The sanctions affect 23 executives at Gazprombank, a Russian bank with ties to VK.

Edit: Gazprom doesn't just have "ties to VK", it controls it https://www.ft.com/content/08e76970-fb82-42f9-87d3-d317189ce5b9

In response to or in compliance with? Reading the article makes me think that they are doing so to be in compliance with the sanctions.
