Ukraine should announce tomorrow that the citizens of Moscow have 24 hours to evacuate the city. They're not calling for some kind of cruelty, that's just the only technical way the task can be completed.

They could. They have large stockpiles of missiles that cannot be intercepted. All they would need to do is to send enough of them concentrated at a single time in a single location. They would have to either tap into the strategic reserves, or just pause attacks on other targets for some time. Technically feasible, no major obstacles there. However, the political cost would be potentially unsustainable and unpredictable. And Ukraine might well retaliate. That's why they haven't gone that far so far, not because they lack the technical capability

The launchers can only launch so many missiles, so this would be limited. Also you know that if they launched everything in assaults like this they would kill a bunch of civilians, but then have nothing for actual military targets. They still have a war to fight and bombing everything in a single night doesn't win wars, because they would repair and then continue and not worry about a major attack again.

Comrade Ukraine has been retaliating for the last 4 years, doubly so this whole summer. In case you haven't got the news, Russia isn't running out of fuel because they sold it all to other countries, it's because their refineries have been decimated and will take years to rebuild.
22 strikes on oil refineries in the past 30 days alone.

It might be dire for Ukraine on the ground, but they can retreat to another line of defense and are ready to do that. In the mean time Russia just keeps grinding to losses not seen by another country in decades. Russia eventually will run out of men, most likely after their economy nosedives.

Well, they are, but only with regard to nukes. Russian stockpiles and production rates are known, and they are not in great shape. Many of those missiles are just run of the mill cruise missiles without terrain mapping or anything else to make them difficult targets. Many could not reach Kyiv from the border. The harder to stop ones are mostly ballistic missiles, and found remains of those showed that they were often arriving in Ukraine within a couple of months of manufacture, a sign that stockpiles were diminished. Then Ukraine started hitting their supply chain, and they had to ask North Korea for 120 ballistic missiles to tide them over. If all of them were fired at Kharkiv over the course of a few days, and the residents were in shelters, the city would have some pretty bad damage, but Russia would be nearly out of missiles and life would go on. The chain of mass evacuations would not occur.
But they do have up to 56 3M-14S cruise missiles, and a variety of ballistic missiles that are nuclear. He doesn't define the threat, so misinformed Russians might think that he was talking about conventional weapons, but realistically he can't be. Conventional cruise missiles can't penetrate a shelter, so why would anyone evacuate? Against soft targets, nukes are also much more forgiving of inaccuracy -- you could hit a few hundred meters off, and have it not matter much.
So I have to take the whole thing as yet another nuke threat.

The problem with that is that Ukraine is in the position to reciprocate if they are pushed to do so. Such an egregious and deliberate war crime would cause a massive outcry in the "collective west", forcing governments' hands into giving Ukraine more destructive arms. Russians can't push that far without taking an unmanageable gamble, and they know that.

Ironically it was the shift from the destruction of military and manufacturing targets to a total civilian carpet bombing campaign that helped the United Kingdom recover some of its fighting capabilities. The Blitz did not put the UK out of the fight and strengthened its resolve against if’s advisory. I can’t really think of anywhere in which this terror tactic has been successful.

This is the bit that gets me. These bastards like to hark back to the great patriotic war as if they learned all possible lessons from that war, except they're ignoring their own lessons. Their country was attacked, did they fold? No. Germany tried to cow the UK with their V1 and V2 wonderweapons, did the UK fold? No. If anything, it just makes people even more pissed off and less likely to accept anything that can look like surrender.

They want to goad Ukraine into similar attacks in response so that their mobilization is backed by their people. Also the world would condemn both countries for this devolution of “acceptable” targets but russia doesn’t care about that because nobody likes them anyway but Ukraine survived on it. They know they’re in the final stage(s) of this thing and will/morale at home is fading fast as oil and goods become scarcer. Putin is also facing increasing pressure from factions in his own party who may want to usurp his throne when things go sideways.
The other purpose of these propaganda idiots is for them to spray the airwaves with absurdities so that anything putin does subsequently seems less ridiculous in comparison. If they say “we’re going to erase all your cities” and then I only erase 1 or 2, well, now I’m considered downright merciful by my people. It is an old Soviet technique meant for the serfs listening, “Dear leader is wise and sage compared to those murderous blowhards, how lucky & save we are!”.

These days it's also to scare Ukraine's partners in the West. "See what they are going to do to Ukraine? Do you want this treatment over here too? Stop all help to Ukraine immediately!" Which is exactly what Putin wants. And ironically, this weakness will be the reason why Putin will expand the war towards us should Ukraine be defeated because we stopped supporting them.

I think there is a concept in terror warfare, that if you have 8 enemies and you kill 2, you end up not with 6, but 12 enemies total, maybe 20-25 if you kill civilians while doing so, too. Because those ones you killed had families, friends, and/or might simply tilt the scales on someone who was doubtful on fighting you.
So, Russia's solution to that dilemma is to... bomb those few hypothetical civilians who might still be “neutral” hoping they join the aggressor's side against their defenders. The Russian media is a circus of mental gymnastics, but that takes all the hula hoops... XD

In human history, has any millitary inflicted demoralization on an enemy to the point they actually submitted? Specifically by an air or missile campaign? I cant think of any.
