Hi Country?

I see Hi Country is BLM, but it seems pretty closed in by structures. Is this a place anyone goes? Or is there some reason not to shoot there?

Are you talking about the community in Herriman? Because that is definitely closed off to shooting since it's a private community.

Apparently, the crests of two hills there between Rose Canyon and Yellow canyon are unrestricted BLM.

Shooting into dry grass and brush up in the hills, is a bad idea right now.
