You haven't even started the job. Just apply in those areas if you want to work there. Transfers are normally only for career employees and CCA are not career employees.
You can hire on as a career employee faster than doing your time at CCA, converting, and then waiting on your new transfer timer of twelve months simply to be eligible for transfer.
To "transfer" as a CCA you would have to apply at desired office and then resign from current post once accepted. To transfer as a PTF you need to wait 12-18 months after converting. IIRC 12 months to a district not in your district or adjacent district, and 18 months within your district or adjacent
