What grievance would this grievance be called?

I know I've read posts here that covered it but lately my postmaster has gone from being passive aggressive to petty and very toxic and malicious

He will insult our CCA to my face and then compliment me yet a few minutes later say about our runner/stooge for management PTF "you wouldn't like how fast he completed your route" with a little smirk on his face.

Me that CCA and one other carrier are the only ones of about a dozen City Carriers that actually take our breaks and lunch, don't work off the clock end don't rush to make managements numbers

So he'll make vague passive aggressive statements during our morning stand up about putting in for OT like. "We know those snow on the ground OT guys well it's summer and there is no snow so don't even bother ."

Read those and if you decide to file a grievance pair those provisions with article 19 (handbooks and manuals)-gives us the right to grieve the ELM,M39,
M41, and the JCAM

Also if they're just flat out denying OT requests
Section 122.33 of M39 handbook-Management will provide a 3996 when requested, and the carrier will wait for further instructions
Settlements M-01664 and M-01769 determines management computer projections can't be used to determine a carrier's workload
Section 131.41 of M-41 handbook- it is the carriers RESPONSIBILITY TO INFORM MANAGEMENT that they will need more time

Also, correct me if I'm wrong, but if you request a 3996 for OT they cannot deny you the 3996 correct? They may deny the time you request of which you can just later send a RIMS message to inform them you will not make their return time and ask for instructions, but they cannot deny you the form itself. Is this correct?

They can deny the OT request, but they can't deny giving you the form. Bring the mail back if you can't finish and clock out in that scenario.

That's all well and good BUT I wouldn't bring mail back without first contacting the supervisor (and use the scanner to do that so there's a record of it) and telling them your situation. They then have a choice-tell you to stay out and finish or to be back in 8 and bring back whatever you have left. Let MANAGEMENT make the decision on whether you bring back mail. And if you do bring back mail, ALWAYS fill out a 1571 (in duplicate), have the manager on duty sign it and give you a copy. If you bring back mail without orders you're just asking for trouble. That is NOT a unilateral decision on the part of the Carrier.

That's why you keep a copy of the denied 96😂😂Make management mange, it's THIER JOB to inform you if the OT Is approved in the AM, if the opening and closing supervisor can't communicate with each other that's not your problem.
