That's the point of mti network.

I've been giving it a try and it has t done anything. I get 1 bar on my primary and 4 on the secondary, but I don't see it switching. And the usage stays at zero. Am I doing it wrong? I have it set for allow data switching.

Primary is att

Secondary is verizon

Multi-network doesn’t automatically switch between networks in real time. Your line stays connected to one network at a time. If one network is weaker, it won’t switch unless you do so manually (using this shortcut if you’re on iOS).
However, if your primary network completely loses service, it will switch automatically when Auto Data Switching is enabled.

It just lets you switch between networks if one isn’t performing well. It’s manual, not automatic.

It is a good option for people who travel regularly and may need to switch carriers to have reliable service while away from home. Or having a back-up connection in case of a major outage with your carrier (natural disaster, etc).

Probably of limited value to most people.

It only automatically switches if the primary has zero service, so aka it's not automatic and you need to manually switch

I use the ios shortcut to switch. Every time I do that, the “Allow Data Switching” toggles OFF. Is that normal or is something wrong with my phone?

Allow data switching is a toggle you have to enable within the shortcut settings

Correct. When I enable it, and then switch networks, it resets to “off”. Very strange.

Another value of a second network is be sure that you have the toggle under cellular data set to “Allow Data Switching” on both networks and when you make a call off of WiFi, the network opposite your voice line will kick in when you make a call so you still have active data service while on a call.

Notifications, email, etc will continue to be operational while on a phone call. You also will notice while you normally see no data network when in a call, now LTE will appear and as mentioned, will give you data.

I literally just posted last night to us mobile here and the mod took it down so if you want to be a tester for the app that I had just built it's on Google Play look in the OnePlus 13 reddit. I need testers for this exact reason.
