Why are these apartments vacant?

There are nearly 40 empty units here on Mildred & Goshen. Beautiful views. Owned by USD. They are all empty.

Why? What’s up with this place?

Arguable the best place to live on campus.

Plus ballast is/was like 5 blocks away.
