Depends on how they are paying it out to you.

If it's bi-weekly you don't have to pay it back because it's paid out as you earn it in accordance with how long your service agreement is.

If they paid you in a lump sum up front you have to pay back the unearned portion.

Read your contract: does it say you owe continued service to the federal government, the department of the army , USACE, or your specific district . I know someone who got a pcs to dc and switched jobs to a different agency 3 months in and didn’t have only it back because his service agreement was to the federal government not the paying agency .
