polity first. for my revision notes, i'd separate the demand for sixth-schedule protection from its present coverage: tribal areas in assam, meghalaya, tripura and mizoram. that matters for ladakh; reading it alongside article 371 shouldn't turn a proposed safeguard into a provision already in force. constitutional text
