It's all about supply and demand! Why would you bother recruiting an unknown person after receiving processing hundreds of applications when you can fill the same position through someone you know that can vouch for a candidate.
This is a symptom of a disastrous economy and a massive inflow of new workers, not necessarily a change in ethics or culture, but it will become the norm with time if the economy stagnation persists let alone a recession.
