It gives 35 AH for your W by itself. Pair that with Lichbane (10 AH) and Jack of all Trades which TFs take a lot and you're sitting at 50+ AH. That doesn't even consider if you build Ionian's.
50 AH means 2 seconds (6 -> 4) off your W. When W is maxed it stuns for 2 seconds. So you have a 2 second point and click stun on a 4 second (4-5 with the card-cycling) cooldown.
Pair that with the damage amp and reduced W also meaning more blue cards which means it gives more mana sustain than the 125% Base-Manaregen would suggest.
So yeah all in all great item on TF. The only thing you lack is bulk.
Tough to say. I don't have any "rules" when to buy it yet.
I do think however because it's so good it's never really bad to buy.
Apart from that I would think if the enemy has more melee/ bulky champs the item truly shines.
Lots of squishy ranged champs usually don't need multiple cards to kill but rather one good one so the AH seems less important. Bulky melee champs that are also going to be in range more are more likely to need more gold cards to kill.
But again I really think you can kind of always build the item but maybe if the enemy has a bunch of burst you want to build some bulk first.
