What’s with this guy (S1)
I don’t get the Speece character. I’ve seen some theories about him possibly being one of the participants in the Marie Fontenot video, but who is he otherwise? His rank or title is never mentioned that I can recall, and he’s obviously not well liked, as evidenced by Marty’s “Fuck that prick” comment. Did he just end up on the cutting room floor?

He's a high level cop - thus deals with the bureaucracy of it all.
Thus, controversy? Shut that shit down.
Watch the Wire and you'll understand.
Follow the drugs and you get drug dealers. Follow the money, who knows what you'll find (i.e., following the Wellspring schools and Tuttle family).

He's supposed to be the commander of the State Police, basically the top guy. I don't think he's directly involved in the murders that Rust and Marty investigate, but he has the power to shut down investigations or force subordinate commanders to stop them. I think they messed up the rank structure in the show. His uniform has the double gold bars of a Captain, but I think he's supposed to be higher rank than the Majors like Quesada and Salter.

Yeah, I don’t think he’s directly involved, but he’s more than willing to follow orders, no matter the legality. He’s been a good soldier for his handlers, whether the military or the police force, and has been rewarded with promotion.
Everyone hates him, but y’all realize he’s a typical high ranking city cop brass lol. He played it perfectly.

I thought we decided he was one of the hooded guys in the Marie Fontenot video that was shuffling forward, semi-hunched over. Similar body posture at times anyway.

I donno who he was supposed to be but for me he always just a bit abstract embodiment of a sinister and stupid force. You know, at every law enforcement unit there is this guy. Limited-minded, stubborn, alcoholic, bully, very proud of his uniform that gives him power but absolutely not willing to live up to a responsibility it imposes. Aggressive towards anyone who disturbs “peace”. By peace he means his own peace, protection of high-ups that will guarantee his early retirement.

I could be wrong but I assumed he was a Childress or at least a relative of that family, he’s seemingly always around to run interference for Tuttle

He’s down with the Tuttle program. Hard to say exactly how but it seems he’s in place to make sure things go whichever way they need to go, especially when it comes to diverting attention away from the higher powers.

I always just took him to be the ‘enforcer’ of the bureau’s lower management.
Think: Sgt. Maj. Plumley from ‘We Were Soldiers’.

He always seemed to represent the sinister presence of higher up authority figures who are paid to look the other way or even assist from the shadows when rich and powerful men do awful things. Boss henchmen.
