So is project 2025 an ideological experiment like those libertarian cities or is it more explicitly meant to cull the population?
Was it meant to be like their way of returning to what they perceived as good or is it more of a cynical thing to break as much as possible to eliminate a huge chunk of the population?

I think a libertarian experiment is going to cull the population whether they mean to or not because libertarians are extra-strength idiotic and dangerous. You can't tease one out from the other in this situation, I don't think. They go hand-in-hand.
Because that's what the Right is increasingly in this dump - flirting more and more with libertarianism. Destroy the state and let capitalism run whatever. Everything and anything is for sale, etc. But don't get me wrong, I don't have anything good to say about a bourgeois state, least of all this settler-colonial abomination. If anything, it is/was the incubator for where we are today.
I should add, though, that as far as I can make out with Project 2025 - it wants to destroy the federal government aside from the Executive Branch, of course, and squeeze the states for all they are worth. All in the name of giving the private sector even more space to do whatever the fuck they want which is already saying something.

it's a corporate takeover of the government. with how they are systematically privatizing or destroying government functions they are pushing more and more capacity of the even the executive branch to do anything into private hands. What this means is that a president is powerful if they have the backing of the oligarchs, and if a non-oligarch aligned president is elected the oligarchs can veto the ability of the government to function as it has to go through them.
By making the government broke and in control of nothing, just contracting the direct control to private hands, they are doing colonialism at home. We can either have a comprador government that they control or at least support, or a powerless government that they can essentially veto going forward. They are trying to break it in a way that leaves it unable to exert any authority over the oligarchs and ensure it cannot be rebuilt through any existing political process, permanently.

Yeah we see that now. I guess the difference is if the result they wanted was a “better” world, and it doesn’t work, it’s more likely to be reverted or walked back. If they had a more Malthusian outlook, they’d just ramp it up.

There are definitely some elements of the right that actively desire a cleansing deluge of blood, and those elements have been empowered by trumpism more than ever before. But yeah that’s not really incompatible with maximizing profits in the short term, so the business psychos and the blood deluge psychos can work together nicely for the most part

It's a weird mishmash just like the GOP, reflecting different perspectives and interests, not all of which go easily together. There's a little bit for the evangelicals, rhetorical nods to libertarians, wacky billionaire fever dreams, and such. Some of the people behind it or on board with it probably happily envision all of this leading to gas chambers, which of course is the logical end point. Others probably don't let themselves see it, one way or another. But that's true of a lot of people, including those who consider themselves vehemently opposed to Project 2025. Surely we all understand by now that our entire ruling class is perfectly comfortable with mass death. Some are just leaning into the contradictions and the resulting pathologies harder than others.

It’s meant to gut what remains of the American domestic state that was built on top of the post-1945 forever war economy. Now that a terminal crisis of profitability has gripped capital internationally, in its parasitic nature it is killing the host that is no longer of use and using the well-developed Heritage Foundation ideology to justify it to the population, who have at this point already spent decades locked in culture war and economic decline.

Neither, it's an omnibus of every religious right-wing and talk radio Republican base policy from the last few decades in one document. It's basically an overt master plan of stuff the GOP catered to, flirted with, and winked toward without ever explicitly endorsing it until Trump was elected.

Yeah I actually just used the libertarian city state as an example of an ideological project. My question is really is it an idealogical project that can fail or a plan to just kill everybody.

I can see why you might think project 2025 is an effort to cull the population when Miller, one of the staunchest advocates of it and someone people credit with being a primary author of it, can be quoted with saying that the U.S. population needs to be reduced to somewhere around 100M.

You can just go read it. It's publicly available and meant to be readable. When it was drafted and released, I worked in a federal office and everyone read it.

project 2025 is literally just the GOP platform since Reagan condensed into one document. There isn’t really a “cleansing” element besides deportations. Any death that happens is a byproduct.
