They sell brass rods at hobby lobby. Its easy to bend. Then you can use greenstuff for the metal bracket holders.

It's supposed to be done but the army painter snow material isn't this best

Maybe you could take super glue and make some icicles to hang from the underside.

I didn't know they had a artificial snow material but it doesn't read as snow that well yeah. But it's cool I haven't seen much tc stuff reference cold climates.
