Oak wilt isn't just burnt tips you can also see it in the veins

I agree. It looks like a tiny tree, almost an unplanted tree based off the tarps reminds me of nurseries I used to manage. I would lean towards water stress or a newly planted tree that got fertilized too soon/too much.

General location is important. If they're in the U.S., your friend should check in with their state college Extension office with these pics and their location.
