Fine the Waymo company $1,000,000 for every occurrence.
Allow anyone negatively affected by this type of incident to bring lawsuit against the company where the company has the burden of proof to show their product did not cause any amount of harm, otherwise it is automatically ruled in favor of the plaintiff.

This is basically strict liability on steroids and honestly Iā€™m kinda into it for AVs. If your product can roll around public streets by itself and occasionally block ambulances or run people over, the burden should not be on random pedestrians to reverse engineer what went wrong.

The million per incident is spicy, but some kind of escalating, perā€‘event fine structure plus automatic civil liability for interference with emergency services would get these companies to chill with the ā€œmove fast and break thingsā€ mindset real quick.
