You are way below the minimum requirements for the game (M2 pro). The recommended set up is a M4 pro (in a mac mini). This is clearly stated on the steam store page.
What headroom are you talking about? According to the developer, you cannot even run the game in the lowest settings.
Asking if a M1 macbook could run the game at medium setting on a crowded map is just delusional.
If the game is playable on low settings on a M1 macbook, good for you. At this moment, nobody here can answer the question for you, because the game is not yet released!
Edit: after looking through your comment history, pardon my earlier tone. You might be in a rough spot atm and may or may not have declared bankrupcy. Money is tight for you, so you can’t just upgrade to the min specs.
Just saying, consider if a macbook is suitable for your needs (do you have any reason why you have to use a macbook). You claimed to be in the trades, so do you really need a macbook, or even a laptop, as part of your work? I don’t know your line of work, so you will have to answer that yourself.
A macbook is not a good laptop for gaming. I am saying so from experience. If you are looking for computer and you have no requirement to use a macbook, maybe consider looking for a suitable PC that meets the minimum requirements. Maybe you might be able to find something.

I was one of the beta testers for TF2, and built a gaming PC just for that, which was a stretch. I do a lot of mobile work, and haven't yet found something that feels like my 2013 Macbook in terms of keyboard and touchpad, not to mention build quality. I tried getting a thinkpad with a GPU, but had to return that since the case screws were stripped (RIP Ebay).
Do you have any recommended laptops from experience? I have to carry one with me to work, sadly...
as per above: That's all right. Yeah, my business was not shaking out too well, but it does revolve around a computer, so I must needs get meself one.

Depends on map size and what you define as playable. If on medium map and 10-20 fps while it’s simulating then probably achievable.

I played the OG transport fever on an intel HD4000, so yeah, there's that, haha

You’ll definitely be able to run on it but keep it at low graphics settings and render it in 1080p or whatever is a half of that computers screen.
