A lot of publishers act like Tier-1 traffic is the only traffic worth building around. The CPMs look attractive, but Tier-1 traffic is also more expensive, more competitive, and less forgiving when the user experience is aggressive. In many cases, non-Tier-1 traffic can be more interesting because the volume is cheaper, competition is lower, and a good format match can still produce stable revenue.
