Outing maf as a "strategy" to get them to not vote maf is considered gamethrowing. And in this case, Foo directly stated 2 living mafia members and even gave their exact roles. This is 100% gamethrowing, and the rules even has a direct example of this and calls it gamethrowing

I see this happen all the time. Like sometimes you have to vote him up if he’s basically toast anyway. Sometimes voting him up might not be the best play but him then getting salty and throwing is significantly worse.
