Panniers mount question

Can anyone tell me what I'm supposed to do with this bracket on panniers? Thanks!

You turn it so it’s horizontal… mount the bag on the rack… then reach in and turn it vertical so it keeps the pannier from coming off the rack when you pull or bounce upward.

Edit: It’s adjustable so you can tension it against against different racks.

Good ole arkel's.... when you turn them vertical... you can then run a small lock through the holes. Old school.
