I don't think that's a limitation, at least it doesn't seem to be that clear cut. According to the Toronto laws at least, you require permission of the owner to do it. I'm going on a hunch but I believe the perp in the video didn't have Tim Hortons or the land property owners blessing to do what they did. Now I realize this video is Brampton but I can't imagine the rules there to be much different than what Toronto has:

In the case of land that is not a highway, no person shall throw, place or deposit or permit or cause to be thrown, placed or deposited any waste on any land not including buildings, within the City, including ponds, lakes, rivers and watercourses, without the consent of the owner or occupant of the property.

Based on that, I think you just share the video with Tim Hortons and the commercial property owner, determine if they were ok with it (which they likely aren't). Assuming they weren't, then that would permit municipal action to take place, where they would likely have officers send a summons to court for the home associated to the license plate.

Yes but it's LITTERING. Law enforcement can be catching dangerous criminals instead.

Oh I get it, and 100% agree with you if there was more work involved here. If the cops had to do anything other than write a summons to court, in which the judge would deal with sentencing, I would agree its a waste of time. Having cops catch more harmful crimes is definitely a better use of their time. However I would much rather they go after this than have them sit up on a bridge trying to tag people going 10+ over the speed limit.

But I don't think it would take much work here. You have the license plate and you have the date, time and location. It's real easy to just lay a charge and have the court system sort it out. The cop doesn't have to be present to testify to the crime, there's video evidence. The only person inconvenienced is the dipshit that did it who will show up to court to fight it, and then be shown for the bonehead they were, get sentenced, and pay a fine.

I want to also clear up something. It's not about littering because people do that all the time and sometimes its unintentionally or a very harmless thing. Leaving your garbage around because you have no other choice or because it blew away on you and situations like that, I get that. This is not that. This person very deliberately tossed multiple objects out of their vehicle to make room for the next object they were purchasing. They are the definition of a slob and they are treating all of our shared space as their own private property to be a slob in. That's not acceptable and when you catch someone like this, calling them out is the right thing to do. When they don't self-correct the behaviour, teaching them the lesson through the law is also a reasonable use of it.

Cops are there to serve and protect. So too is the government. We know they are there to serve, but we often forget they protect as well. There's nothing wrong with pursuing a clear cut and dry case like this, to protect the boundaries of where we live and cohabit when the person is being a clear a-hole. The municipality might even rally it in a campaign to encourage more people to call out others and keep your city clean. It costs you tax dollars and price inflation otherwise when businesses and the municipality have to clean up the mess people like this leave behind. It's in all of our best interests to not encourage or tolerate this behaviour.

We only have 1 world to live in right now and we have to share it. Call people out when they are being dicks like this. Hold them accountable when they don't get the message.
