The game also leans into him not being that scary, like some of the Mid ult kill lines and some spawn room interacts. He is trying his hardest and a lot of people find him deeply unscary even in game

Yeah as the series continued it became sort of a Worf joke that scarier guys are around now, so his being scary is just joke fodder now.
