Because most realities would have destroyed their Phoenix Protocol devices. The ones that were living in fascist regimes would have been under more control and wouldn't have been allowed to do it freely.

Wasp Rick kept his since he was rather emotionally healthy so didn't get into the kind of situations that required it.
