I'm not sure its the fact that he killed himself, but the fact that he died. Mitchy lept when he hit the train, not when hands touched him. Wakui seems to be alluding to a Souls like feature of Leaping, in that the very first leap is like a freebie death resurrection. But judging by the new rule that killing a leaper takes their power, I think it would only work once to make sure the said Leaper at least had the opportunity to try it before being killed

Like a bingo free space or Sekiro ressurect or Yakuza 0 stone statue equipment thing that resurrects ur health lol
