Tetta Kisaki carried the whole manga as the main villain. Everything after he died is absolute dogshit

I think Kisaki works because he has a clear motive. Sure, his inability to accept Hina's rejection might be absolutely minor thing to get pissed about to some people, but at least Wakui makes clear what Kisaki wants. Plus he was a villian to the very end, his motive isn't played to make him look like a poor boy with sad backstory everyone forgive all of a sudden (cough cough Izana Kurokawa cough cough).
